If you installed that package on the other user, all users should be updated as it required an admin authentication. If it just installed for that user, then there was no need for elevating privileges. It sounds like Zoom is somewhat quirky all around. It doesn't make much sense, but Zoom apparently doesn't check to see whether the "package" is already loaded before presenting the dialog in the first screenshot, above.
